Working with the UN's diplomacy and development arms, we can prevent minor differences from escalating into wars. When conflicts do break out, UN peacekeepers should play a role in defusing and settling them. Without giving up our sovereignty, we can help the UN with better training and better command and control in order to develop more effective peacekeeping forces.

A great character, founded on the living rock of principle is, in fact, not a solitary phenomenon, to be at once perceived, limited, and described. It is a dispensation of Providence, designed to have not merely an immediate, but a continuous, progressive, and never-ending agency. Economic and military power can be developed under the spur of laws and appropriations. But moral power does not derive from any act of Congress. It depends on the relations of a people to their God. It is the churches to which we must look to develop the resources for the great moral offensive that is required to make human rights secure, and to win a just and lasting peace.

The Boy Scouts of America stands for a set of principles. These principles have a lot of staying power. The values you learn as a Scout are like a compass. They can help you find your way through difficult and sometimes unchartered terrain. The principles of Scouting give you a sense of what's important. I feel I owe the Boy Scouts a great deal, both personally and professionally.

Virginia States' rights, as our forefathers conceived it, was a protection of the right of the individual citizen. Those who preach most frequently about states' rights today are not those seeking the protection of the individual citizen, but his exploitation. The time is long past — if indeed it ever existed — when we should permit the noble concept of states' rights to be betrayed.

Trust doesn't come haphazardly. It really has to be built over time. And that trust has to happen really at times when there isn't a crisis. That's why I think having regular meetings and conversation when there's no crisis, when you can build trust and a friendship and a relationship that allows for better dialogue and far more consequential deal-making can occur when a crisis does come up.

Literature is the voice of the age and the state; the character, energy, and resources of the country are reflected and imaged forth in the conceptions of its great minds; they are organs of the time; they speak not their own language, they scarce think their own thoughts; but under an impulse like the prophetic enthusiasm of old, they must feel and utter the sentiments which society inspires.

People are selfish. But they can also be compassionate and generous, and they care about the country. But not when they feel threatened. That’s why this is such a crucial time. We can go in either direction. But if we don’t make a choice soon, it will be too late to turn things around. I think people are willing to make the right choice. But they need leadership. They’re hungry for leadership.

When the life of the nation was attempted, when the cause of liberty and human rights called for their aid, they rushed forth to rally under the banner they loved, with grand singleness of purpose and heroic devotion--leaving all behind them, to meet toil and danger, hunger, sickness, wounds, and death, for nothing but the sublime satisfaction of doing their duty to their country and to mankind.

My creed is that public service must be more than doing a job efficiently and honestly. It must be a complete dedication to the people and to the nation with full recognition that every human being is entitled to courtesy and consideration, that constructive criticism is not only to be expected but sought, that smears are not only to be expected but fought, that honor is to be earned, not bought.

The road toward equality of freedom is not easy, and great cost and danger march alongside us. We are committed to peaceful and nonviolent change, and that is important for all to understand - though all change is unsettling. Still, even in the turbulence of protest and struggle is greater hope for the future, as men learn to claim and achieve for themselves the rights formerly petitioned from others.

Whenever any American's life is taken by another American unnecessarily - whether it is done in the name of the law or in the defiance of the law, by one man or a gang, in cold blood or in passion, in an attack of violence or in response to violence - whenever we tear at the fabric of the life which another man has painfully and clumsily woven for himself and his children, the whole nation is degraded.

I hope the day will never come when the American nation will be the champion of the status quo. Once that happens, we shall have forfeited, and rightly forfeited, the support of the unsatisfied, of those who are the victims of inevitable imperfections, of those who, young in years or spirit, believe that they can make a better world and of those who dream dreams and want to make their dreams to come true.

Our future may lie beyond our vision, but it is not completely beyond our control. It is the shaping impulse of America that neither fate nor nature nor the irresistible tides of history, but the work of our own hands, matched to reason and principle, that will determine our destiny. There is pride in that, even arrogance, but there is also experience and truth. In any event, it is the only way we can live.

We must recognize the full human equality of all our people - before God, before the law, and in the councils of government. We must do this not because it is economically advantageous - although it is; not because the laws of God and man command it - although they do command it; not because people in other lands wish it so. We must do it for the single and fundamental reason that it is the right thing to do.

It is from the numberless diverse acts of courage and belief that human history is shaped. Each time a man stands up for an ideal or acts to improve the lot of others or strikes out against injustice, he sends forth a tiny ripple of hope, and crossing each other from a million different centers of energy and daring, those ripples build a current that can sweep down the mightiest walls of oppression and resistance.

For there is another kind of violence, slower but just as deadly, destructive as the shot or the bomb in the night. This is the violence of institutions; indifference and inaction and slow decay. This is the violence that afflicts the poor, that poisons relations between men because their skin has different colors. This is a slow destruction of a child by hunger, and schools without books and homes without heat in the winter.

But the doctors in the past, as the review of the evidence showed, branded Jenner, Semmelweis, Oliver Wendell Holmes, Sr., Pasteur, Lister, Koch and Keen as charlatans...Napoleon said that war is too important to be left to the generals. We go on the assumption in the Senate that foreign relations are too important to be left to the diplomats...this question (on a novel cancer cure) is too important to leave purely to doctors.

We should, I believe, beware of the pitfalls described by Taine: 'Imagine a man who sets out on a voyage equipped with a pair of spectacles that magnify things to an extraordinary degree. A hair on his hand, a spot on the tablecloth, the shifting fold of a coat, all will attract his attention; at this rate, he will not go far, he will spend his day taking six steps and will never get out of his room.' We have to get out of this room.

Even government by the consent of the governed, as in our own Constitution, must be limited in its power to act against its people; so that there may be no interference with the right to worship, or with the security of the home; no arbitrary imposition of pains or penalties by officials high or low; no restrictions on the freedom of men to seek education or work or opportunity of any kind, so that each man may become all he is capable of becoming.

All do not develop in the same manner, or at the same pace. Nations, like men, often march to the beat of different drummers, and the precise solutions of the United States can neither be dictated nor transplanted to others. What is important is that all nations must march toward increasing freedom; toward justice for all; toward a society strong and flexible enough to meet the demands of all its own people, and a world of immense and dizzying change.

Agriculture seems to be the first pursuit of civilized man. It enables him to escape from the life of the savage, and wandering shepherd, into that of social man, gathered into fixed communities and surrounding himself with the comforts and blessings of neighborhood, country, and home. It is agriculture alone, that fixes men in stationary dwellings, in villages, in towns, and cities, and enables the work of civilizations, in all its branches, to go on.

Yet in Lister's hospital virtually no one died as a result of operations because Lister had developed a carbolic acid wash and disinfectant. You have to take chances for peace, just as you must take chances in war. Some say that we were brought to the verge of war. Of course we were brought to the verge of war. The ability to get to the verge without getting into the war is the necessary art... If you try to run away from it, if you are scared to go to the brink, you are lost. We've had to look it square in the face... We walked to the brink and we looked it in the face. We took strong action.

"America's Cold War veterans deserve every honor we can bestow upon them for their hard work and dedication to keeping our nation safe,". "The Cold War Service Medal would allow military service members, veterans, and their families to receive the recognition and honor they rightfully deserve. I will continue to work with my colleagues to ensure our veterans receive the support and care they and their families need. It's the least we can do as a grateful nation."

There are courageous and honest men enough in both sections to fight. There is no question of courage involved. The people of both sections of this Union have illustrated their courage on too many battlefields to be questioned. They have shown their fighting qualities shoulder to shoulder whenever their country has called upon them; but that they may never come in contact with each other in fratricidal war, should be the ardent wish of every true man and honest patriot.

In order to bring a nation to support the burdens incident to maintaining great military establishments, it is necessary to create an emotional state akin to war psychology. There must be the portrayal of an external menace or of internal conditions rendered intolerable by the unjust restraints of foreign nations. This involves the development to a high degree of the nation-hero nation-villain ideology and the arousing of the population to a sense of the duty of sacrifice.

About one month before he was killed, when asked by David Frost how his obituary should read: Something about the fact that I made some contribution to either my country, or those who were less well off. I think back to what Camus wrote about the fact that perhaps this world is a world in which children suffer, but we can lessen the number of suffering children, and if you do not do this, then who will do this? I'd like to feel that I'd done something to lessen that suffering.

And as long as America must choose, that long will there be a need and a place for the Democratic Party. We Democrats can run on our record but we cannot rest on it. We will win if we continue to take the initiative and if we carry the message of hope and action throughout the country. Alexander Smith once said, 'A man doesn't plant a tree for himself. He plants it for posterity.' Let us continue to plant, and our children shall reap the harvest. That is our destiny as Democrats.

If Congress sees fit to impose a capitation, or other direct tax, it must be laid in proportion to the census; if Congress determines to impose duties, imposts, and excises, they must be uniform throughout the United States. These are not strictly limitations of power. They are rules prescribing the mode in which it shall be exercised... This review shows that personal property, contracts, occupations, and the like have never been regarded by Congress as proper subjects of direct tax.

Ideas are like stars; you will not succeed in touching them with your hands. But like the seafaring man in the desert of waters, you choose them as your guides, and following them you will reach you destiny. Perhaps you could get a clearer idea of our destiny if we took time out to examine our ideas, and upgraded them if necessary. What things are most important to you? If you could do anything you wanted to be, what would you be? If you could achieve a single objective in life, what would it be?

...the gross national product does not allow for the health of our children, the quality of their education or the joy of their play. It does not include the beauty of our poetry or the strength of our marriages, the intelligence of our public debate or the integrity of our public officials. It measures neither our wit nor our courage, neither our wisdom nor our learning, neither our compassion nor our devotion to our country, it measures everything in short, except that which makes life worthwhile.

There came a time in my life when I doubted the divinity of the Scriptures, and I resolved as a lawyer and a judge I would try the Book as I would try anything in the courtroom, taking evidence for and against. It was a long, serious and profound study and using the same principles of evidence in this religious matter as I always do in secular matters, I have come to the decision that the Bible is a supernatural Book, that it has come from God, and that the only safety for the human race is to follow its teachings.

Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text. This last-minute change would have given the president broad authority to exercise expansive powers not just overseas-where we all understood he wanted authority to act-but right here in the United States, potentially against American citizens. I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

The evil, Sir, is enormous; the inevitable suffering incalculable. Do not stain the fair fame of the country. . . . Nations of dependent Indians, against their will, under color of law, are driven from their homes into the wilderness. You cannot explain it; you cannot reason it away. . . . Our friends will view this measure with sorrow, and our enemies alone with joy. And we ourselves, Sir, when the interests and passions of the day are past, shall look back upon it, I fear, with self-reproach, and a regret as bitter as unavailing.

Does it seem all but incredible to you that intelligence should travel for two thousand miles, along those slender copper lines, far down in the all but fathomless Atlantic; never before penetrated … save when some foundering vessel has plunged with her hapless company to the eternal silence and darkness of the abyss? Does it seem … but a miracle … that the thoughts of living men … should burn over the cold, green bones of men and women, whose hearts, once as warm as ours, burst as the eternal gulfs closed and roared over them centuries ago?

I confidently trust that the American people will prove themselves ... too wise not to detect the false pride or the dangerous ambitions or the selfish schemes which so often hide themselves under that deceptive cry of mock patriotism: "Our country, right or wrong!" They will not fail to recognize that our dignity, our free institutions and the peace and welfare of this and coming generations of Americans will be secure only as we cling to the watchword of true patriotism: "Our country - when right to be kept right; when wrong to be put right."

Politics is the practical exercise of the art of self-government, and somebody must attend to it if we are to have self-government; somebody must study it, and learn the art, and exercise patience and sympathy and skill to bring the multitude of opinions and wishes of self-governing people into such order that some prevailing opinion may be expressed and peaceably accepted. Otherwise, confusion will result either in dictatorship or anarchy. The principal ground of reproach against any American citizen should be that he is not a politician. Everyone ought to be, as Lincoln was.

When a teacher of the future comes to point out to the youth of America how the highest rewards of intellect and devotion can be gained, he may say to them, not by subtlety and intrigue; not by wire pulling and demagoguery; not by the arts of popularity; not by skill and shiftiness in following expediency; but by being firm in devotion to the principles of manhood and the application of morals and the courage of righteousness in the public life of our country; by being a man without guile and without fear, without selfishness, and with devotion to duty, devotion to his country.

Our answer is the world's hope; it is to rely on youth. The cruelties and the obstacles of this swiftly changing planet will not yield to obsolete dogmas and outworn slogans. It cannot be moved by those who cling to a present which is already dying, who prefer the illusion of security to the excitement and danger which comes with even the most peaceful progress. This world demands the qualities of youth: not a time of life but a state of mind, a temper of the will, a quality of imagination, a predominance of courage over timidity, of the appetite for adventure over the life of ease...

I think we can end the divisions within the United States. What I think is quite clear is that we can work together in the last analysis. And that what has been going on with the United States over the period of that last three years, the divisions, the violence, the disenchantment with our society, the divisions - whether it's between blacks and whites, between the poor and the more affluent, or between age groups, or in the war in Vietnam - that we can work together. We are a great country, an unselfish country and a compassionate country. And I intend to make that my basis for running.

It is not realistic or hard-headed to solve problems and take action unguided by ultimate moral aims and values, although we all know some who claim that it is so. In my judgement, it is thoughtless folly. For it ignores the realities of human faith and of passion and of belief; forces ultimately more powerful than all the calculations of our economists or of our generals. Of course to adhere to standards, to idealism, to vision in the face of immediate dangers takes great courage and takes self-confidence. But we also know that only those who dare to fail greatly, can ever achieve greatly.
