Organization doesn't really accomplish anything. Plans don't accomplish anything, either. Theories of management don't much matter. Endeavors succeed or fail because of the people involved. Only by attracting the best people will you accomplish great deeds.

The commander in the field is always right and the rear echelon is wrong, unless proved otherwise. In my experience, the people closest to the problems are often in the best position to see the solutions. The key here is to empower and not be the bottleneck.

Engineering didn't take to me. And what saved me and kept me in college was I ran into ROTC cadets who were in a fraternity called The Pershing Rifles. And I found my place. I found discipline. I found structure. I found people that were like me and I liked.

It is the fault of the United States that these terrible people, these insurgents and terrorists are out there. They are the ones that we ought to be focusing our energy on defeating and not just wring our hands about the fact that it's going to be difficult.

The purposes of the United States should not be doubted. The Security Council resolutions will be enforced - the just demands of peace and security will be met - or action will be unavoidable. And a regime that has lost its legitimacy will also lose its power.

When I was Chairman of the Joint Chiefs of Staff, I would still have junior officers brief me. Usually these people knew more about the subject we were discussing than I did. I had to make sure that they felt confident enough to tell me everything they believed.

The less you associate with some people, the more your life will improve. Any time you tolerate mediocrity in others, it increases your mediocrity. An important attribute in successful people is their impatience with negative thinking and negative acting people.

No matter how significant or life-changing your greatest hit or miss might be, neither even begins to define who you are. Each of us is a product of all our experiences and all our interactions with other people. To cite calculus, we are the area under the curve.

Throughout my career, I learned plenty about war on the battlefield, but I learned even more about the importance of finding peace. And that is what the State Department and U.S.A.I.D. do: prevent the wars that we can avoid so that we fight only the ones we must.

Politics is different, because the mission is always to get the necessary votes. A good politician goes through everything in terms of mission and vision, and resourcing, but at the end of the day politicians have to make compromises in order to achieve consensus.

Our diplomacy and development budget is not just about reducing spending and finding efficiencies. We need a frank conversation about what we stand for as that 'shining city on a hill.' And that conversation begins by acknowledging that we can't do it on the cheap.

Poverty arises and persists where corruption is endemic and enterprise is stifled, where basic fairness provided by the rule of law is absent. In such circumstances, poverty is an assault against human dignity, and in that assault lies the natural seed of human anger

I always like to take my time and examine the two candidates, see not only the two candidates but the policies they will bring in, the people they will bring in, who they might appoint to the Supreme Court, and look at the whole range of issues before making a decision.

We are not sure to what extent Saddam's [Hussein ] own people were conveying an incorrect picture to him. But this body of evidence was believed not only by President George W. Bush. President Bill Clinton used that same body of intelligence before bombing Iraq in 1998.

The burden is on Saddam Hussein. And our policy, our national policy - not the UN policy but our national policy - is that the regime should be changed until such time as he demonstrates that it is not necessary to change the regime because the regime has changed itself.

I have always gone through public life and saying that with respect to political candidates, I always measure each candidate against what I think the country needs at that time, and I will vote for the person I think who is most qualified to serve the nation at that time.

Perpetual optimism is a force multiplier. I am talking about a gung-ho attitude that says 'we can change things here, we can achieve awesome goals, we can be the best. 'Spare me the grim litany of the 'realist;' give me the unrealistic aspirations of the optimist any day.

At the same time I think it is absolutely necessary that there be no confusion, no misunderstanding that if the Iraqis.. do not comply, then there will be consequences and those consequences will involve the use of military force to disarm them through changing the regime.

It was President [Bill] Clinton and the United States congress in 1998 which said that the regime has to be changed because the regime would not give up its weapons of mass destruction. We came into office in 2001 and kept that policy because Saddam Hussein had not changed.

What we have to find is the right level of regulation of our financial system so that it has the incentive to invest in things, but at the same time, it is sufficiently regulated so it can't get in the kind of trouble that we have seen in the past and we have seen recently.

I will look for a candidate, Republican or Democrat, who seems to be on the way or understands how to resolve the economic difficulties we're having, how to do something about unemployment, how to make sure that we free up our businesses and we don't over-regulate ourselves.

It is not our place to decide who should lead the Iraqi people. If Saddam [Hussein] leaves or has to be forced out of power and a new regime brought in, a new leadership brought in, I am confident it will be some combination of people inside the country and outside the country.

Nobody has ever said in the United States government that we are going to war next month. No decision has been made by the president because, as he said to the United Nations, he wants the United Nations to live up to its responsibilities and he wants Saddam Hussein to cooperate.

When we are debating an issue, loyalty means giving me your honest opinion, whether you think I'll like it or not. Disagreement, at this state, stimulates me. But once a decision is made, the debate ends. From that point on, loyalty means executing the decision as if it were your own.

Don't be afraid to challenge the pros, even in their own backyard. Learn from the pros, observe them, seek them out as mentors and partners. But remember that even the pros may have leveled out in terms of their learning and skills. Sometimes even the pros can become complacent and lazy.

There is a war on terror that must be fought. Nobody's immune... And so rather than finding fault with what Spain has done by being aggressive in the war on terror, this should redouble everyone's efforts to go after terrorist organizations of any kind... Terror has to be brought to an end.

I think the American people want to see what we want to see, and that is for the Iraqi people to have a free, open, fair election, for their forces to be built up, for our reconstruction money to be used well, and for Iraqi security forces to take over so we can start bringing our troops home.

With respect to where we are now, we have a voluntary army. And if we ever go back to conscription I hope that at time it will be the kind of conscription that was put in at the end of the Vietnam War. And that is, everybody is equally liable to be called to serve the nation in time of conflict.

We want to approach this in a multilateral way, talking with our friends, consulting with our security council colleagues in the United Nations, hoping to find a way to solve this peacefully, but at the same time recognising that unless the threat of military force is there, Iraq will not disarm.

I've voted for Republicans who were strong on defense, who believed in a free and open economy but who also understood that there's a place for government in our lives, that government has a responsibility to those of our citizens who are in need and those of our citizens who are needy of health care.

The person who will decide whether or not there will be war or peace is Saddam Hussein, and all he has to do is give up these terrible weapons that he has used to kill fellow Arabs, fellow Muslims in that part of the world, and to step away from his past behaviour which invaded neighbouring countries.

President's personal staff has a unique role. They're his intimate personal advisers, and the tradition and the precedent has been, even when I was national security adviser, that people in that position do not testify before the Congress. They talk to the Congress. They have meetings with the Congress.

When you decide to get involved in a military operation in a place like Syria, you've got to be prepared, as we learned from Iraq and Afghanistan, to become the government, and I'm not sure any country, either the United States or I don't hear of anyone else, who's willing to take on that responsibility.

Change of regime with respect to Iraq had nothing to do with this; it had everything to do with the fact that Iraq had weapons of mass destruction. And at the time change in regime as a policy came into effect in 1998, it was seen as the only way to compel Iraq to get rid of its weapons of mass destruction.

I'm going to be bringing people into the public diplomacy function of the department who are going to change from just selling us in the old USIA way to really branding foreign policy, branding the department, marketing the department, marketing American values to the world and not just putting out pamphlets.

With respect to our friends in the [Iraq] region, each has its own system, each will have to make its own judgment as to whether it will change, how fast it will change, and we hope that we can help influence them as to how change comes about and what change might be better for them than other forms of change.

I understand that and I have had very candid discussions with Saudi leaders in the past. I respect their culture and their heritage and their traditions, but I think that they now, as they move forward, will have to start examining these traditions and these practices to see whether or not change is appropriate.

Lying offshore, ready to act, the presence of ships and Marines sometimes means much more than just having air power or ship's fire, when it comes to deterring a crisis. And the ships and Marines may not have to do anything but lie offshore. It is hard to lie offshore with a C-141 or C-130 full of airborne troops.

It was not the United States who invaded Kuwait; it was Iraq. It was not the United States that went to war with Iran; it was Iraq. It was not the United States that fired chemical weapons at Iran; it was Iraq. And it was not the United States that murdered innocent Iraqi citizens with chemical weapons; it was Iraq.

The United States has every intention of continuing to do the kind of reconnaissance and surveillance work we have done for decades, well known to everyone, that is essential to protect our national security, and frankly, the security of our friends in various regions of the world. It is part of our collection system.

Each of us must work to become a hardheaded realist, or else we risk wasting our time and energy on pursuing impossible dreams. Yet constant naysayers pursue no less impossible dreams. Their fear and cynicism move nothing forward. They kill progress. How many cynics built empires, great cities, or powerful corporations?

In the military we also learn principles of war which also work in a corporate setting: How do you concentrate as much of your force as possible on a critical point and take a risk elsewhere? In business that translates into focusing your investment on marketing, sales, or R&D, whichever will give you the greatest return.

You can't just have slogans, you can't just have catchy phrases. You have to have an agenda. And I think what the Republican Party has to do, if it's going to incorporate the tea party efforts in it, is to come up with an agenda that the American people can see, touch, and actually believe in, and something they believe in.

I served 40 years in government, and I'm not looking forward to a position or an assignment. Of course, I have always said if a president asks you to do something, you have to consider it. But I am in no way interested in returning to government. But I, of course, would sit and talk to any president who wishes to talk to me.

Every organization needs to be introspective, transparent, and honest with itself. This only works if everyone is unified on the goals and purposes of the organization and there is trust within the team. High-performing, successful organizations build cultures of introspection and trust and never lose sight of their purpose.

Whenever you start-give it your best. The opportunities are there to be anything you want to be. But wanting to be someone isn't enough; dreaming about it isn't enough; thinking about it isn't enough. You've got to study for it, work for it, fight for it with all your heart and soul, because nobody is going to hand it to you.

I have always admired the Linking Pin theory of management specialist Rensis Likert. It says that in every organization there are leaders who link the lower level to the upper level. What makes somebody an effective link as a leader is that he conveys down everything that above wants and he conveys up everything that below needs.

In 2008, I spoke out against calling the president a Muslim as if that was a curse. And then in 2012, once again, I was very disturbed about some of the intolerance I was seeing in the party, so I made a statement saying there's a level of intolerance in some parts of the Republican Party. And there was, and I think there still is.

That's why the army sends all its future generals to what we call "charm school." As soon as you are a general, people think that you know everything. You think yourself that you have become omniscient and omnipotent. Be careful, because people want to do everything they can to please the general, and you need to guard against this.

I'll tell you what they're all going to face, whichever one of them becomes president on January 21st of 2009. They will face a military force - a United States military force that cannot sustain - continually sustain 140,000 people deployed in Iraq and the 20-odd or 25,000 people we have deployed in Afghanistan and our other deployments.
