The urgent consideration of the public safety may undoubtedly authorize the violation of every positive law. How far that or any other consideration may operate to dissolve the natural obligations of humanity and justice, is a doctrine of which I still desire to remain ignorant.

The active cavalry of Scythia is always followed, in their most distant and rapid incursions, by an adequate number of spare horses, who may be occasionally used, either to redouble the speed, or to satisfy the hunger, of the barbarians. Many are the resources of courage and poverty.

The authority of Plato and Aristotle, of Zeno and Epicurus, still reigned in the schools; and their systems, transmitted with blind deference from one generation of disciples to another, precluded every generous attempt to exercise the powers, or enlarge the limits, of the human mind.

But [the Arabs'] friendship was venal, their faith inconstant, their enmity capricious: it was an easier task to excite than to disarm these roving barbarians; and, in the familiar intercourse of war, they learned to see, and to despise, the splendid weakness both of Rome and of Persia.

An absolute monarch, who is rich without patrimony, may be charitable without merit; and Constantine too easily believed that he should purchase the favour of Heaven if he maintained the idle at the expense of the industrious, and distributed among the saints the wealth of the republic.

In populous cities, which are the seat of commerce and manufactures, the middle ranks of inhabitants, who derive their subsistence from the dexterity or labour of their hands, are commonly the most prolific, the most useful, and, in that sense, the most respectable part of the community.

The division of the Roman world between the sons of Theodosius marks the final establishment of the empire of the East, which, from the reign of Arcadius to the taking of Constantinople by the Turks, subsisted one thousand and fifty-eight years in a state of premature and perpetual decay.

When Julian ascended the throne, he declared his impatience to embrace and reward the Syrian sophist, who had preserved, in a degenerate age, the Grecian purity of taste, of manners and of religion. The emperor's prepossession was increased and justified by the discreet pride of his favourite.

Genius may anticipate the season of maturity; but in the education of a people, as in that of an individual, memory must be exercised, before the powers of reason and fancy can be expanded: nor may the artist hope to equal or surpass, till he has learned to imitate, the works of his predecessors.

Hope, the best comfort of our imperfect condition, was not denied to the Roman slave; and if he had any opportunity of rendering himself either useful or agreeable, he might very naturally expect that the diligence and fidelity of a few years would be rewarded with the inestimable gift of freedom.

The two Antonines (for it is of them that we are now speaking) governed the Roman world forty-two years, with the same invariable spirit of wisdom and virtue. ... Their united reigns are possibly the only period of history in which the happiness of a great people was the sole object of government.

Metellus Numidicus, the censor, acknowledged to the Roman people, in a public oration, that had kind nature allowed us to exist without the help of women, we should be delivered from a very troublesome companion; and he could recommend matrimony only as the sacrifice of private pleasure to public duty.

A people who still remembered that their ancestors had been the masters of the world would have applauded, with conscious pride, the representation of ancient freedom, if they had not long since been accustomed to prefer the solid assurance of bread to the unsubstantial visions of liberty and greatness.

The single combats of the heroes of history or fable amuse our fancy and engage our affections: the skillful evolutions of war may inform the mind, and improve a necessary, though pernicious, science. But in the uniform and odious pictures of a general assault, all is blood, and horror, and confusion . . .

To the love of pleasure we may therefore ascribe most of the agreeable, to the love of action we may attribute most of the useful and respectable, qualifications. The character in which both the one and the other should be united and harmonised would seem to constitute the most perfect idea of human nature.

Yet the arts of Severus cannot be justified by the most ample privileges of state reason. He promised only to betray; he flattered only to ruin; and however he might occasionally bind himself by oaths and treaties, his conscience, obsequious to his interest, always released him from the inconvenient obligation.

This variety of objects will suspend, for some time, the course of the narrative; but the interruption will be censured only by those readers who are insensible to the importance of laws and manners, while they peruse, with eager curiosity, the transient intrigues of a court, or the accidental event of a battle.

The imprudent Maximus disregarded these salutary considerations: he gratified his resentment and ambition; he saw the bleeding corpse of Valentinian at his feet; and he heard himself saluted Emperor by the unanimous voice of the senate and people. But the day of his inauguration was the last day of his happiness.

Sixty thousand blacks are annually embarked from the coast of Guinea, never to return to their native country; but they are embarked in chains: and this constant emigration, which, in the space of two centuries, might have furnished armies to overrun the globe, accuses the guilt of Europe and the weakness of Africa.

The value of money has been settled by general consent to express our wants and our property, as letters were invented to express our ideas; and both these institutions, by giving a more active energy to the powers and passions of human nature, have contributed to multiply the objects they were designed to represent.

But in almost every province of the Roman world, an army of fanatics, without authority and without discipline, invaded the peaceful inhabitants; and the ruin of the fairest structures of antiquity still displays the ravages of those barbarians who alone had time and inclination to execute such laborious destruction.

[The] events by which the fate of nations is not materially changed, leave a faint impression on the page of history, and the patience of the reader would be exhausted by the repetition of the same hostilities [between Rome and Persia], undertaken without cause, prosecuted without glory, and terminated without effect.

The simple circumstantial narrative (did such a narrative exist) of the ruin of a single town, of the misfortunes of a single family, might exhibit an interesting and instructive picture of human manners; but the tedious repetition of vague and declamatory complaints would fatigue the attention of the most patient reader.

The ancients were destitute of many of the conveniences of life which have been invented or improved by the progress of industry; and the plenty of glass and linen has diffused more real comforts among the modern nations of Europe than the senators of Rome could derive from all the refinements of pompous or sensual luxury.

Such was the unhappy condition of the Roman emperors, that, whatever might be their conduct, their fate was commonly the same. A life of pleasure or virtue, of severity or mildness, of indolence or glory, alike led to an untimely grave; and almost every reign is closed by the same disgusting repetition of treason and murder.

The philosopher, who with calm suspicion examines the dreams and omens, the miracles and prodigies, of profane or even of ecclesiastical history, will probably conclude that, if the eyes of the spectators have sometimes been deceived by fraud, the understanding of the readers has much more frequently been insulted by fiction.

The aspiring efforts of genius, or virtue, either in active or speculative life, are measured, not so much by their real elevation, as by the height to which they ascend above the level of their age and country; and the same stature, which in a people of giants would pass unnoticed, must appear conspicuous in a race of pygmies.

Yet the experience of four thousand years should enlarge our hopes, and diminish our apprehensions: we cannot determine to what height the human species may aspire in their advances towards perfection; but it may safely be presumed, that no people, unless the face of nature is changed, will relapse into their original barbarism.

The love of spectacles was the taste, or rather passion, of the Syrians: the most skilful artists were procured form the adjacent cities; a considerable share of the revenue was devoted to the public amusements; and the magnificence of the games of the theatre and circus was considered as the happiness, and as the glory, of Antioch.

The incapacity of a weak and distracted government may often assume the appearance and produce the effects of a treasonable correspondence with the public enemy. If Alaric himself had been introduced into the council of Ravenna, he would probably have advised the same measures which were actually pursued by the ministers of Honorius.

Instead of a perpetual and perfect measure of the divine will, the fragments of the Koran were produced at the discretion of Mahomet; each revelation is suited to the emergencies of his policy or passion; and all contradiction is removed by the saving maxim that any text of Scripture is abrogated or modified by any subsequent passage.

The theologian may indulge the pleasing task of describing Religion as she descended from Heaven, arrayed in her native purity. A more melancholy duty is imposed on the historian. He must discover the inevitable mixture of error and corruption which she contracted in a long residence upon Earth, among a weak and degenerate race of beings.

Corruption, the most infallible symptom of constitutional liberty, was successfully practised; honours, gifts, and immunities were offered and accepted as the price of an episcopal vote; and the condemnation of the Alexandrian primate was artfully represented as the only measure which could restore the peace and union of the catholic church.

The spectator and historian of [Belisarius's] exploits has observed, that amidst the perils of war, he was daring without rashness, prudent without fear, slow or rapid according to the exigencies of the moment; that in the deepest distress he was animated by real or apparent hope, but that he was modest and humble in the most prosperous fortune.

The barbarians of Germany had felt, and still dreaded, the arms of the young Caesar; his soldiers were the companions of his victory; the grateful provincials enjoyed the blessings of his reign; but the favourites, who had opposed his elevation, were offended by his virtues; and they justly considered the friend of the people as the enemy of the court.

The distinctions of personal merit and influence, so conspicuous in a republic, so feeble and obscure under a monarchy, were abolished by the despotism of the emperors; who substituted in their room a severe subordination of rank and office, from the titled slaves who were seated on the steps of the throne, to the meanest instruments of arbitrary power.

In the end, more than freedom, they wanted security. They wanted a comfortable life, and they lost it all – security, comfort, and freedom. When the Athenians finally wanted not to give to society but for society to give to them, when the freedom they wished for most was freedom from responsibility, then Athens ceased to be free and was never free again.

Fashion was the only law, pleasure the only pursuit, and the splendour of dress and furniture was the only distinction of the citizens of Antioch. The arts of luxury were honoured; the serious and manly virtues were the subject of ridicule; and the contempt for female modesty and reverent age announced the universal corruption of the capital of the East.

The manly pride of the Romans, content with substantial power, had left to the vanity of the East the forms and ceremonies of ostentatious greatness. But when they lost even the semblance of those virtues which were derived from their ancient freedom, the simplicity of Roman manners was insensibly corrupted by the stately affectation of the courts of Asia.

His manners were less pure, but his character was equally amiable with that of his father. Twenty-two acknowledged concubines, and a library of sixty-two thousand volumes, attested the variety of his inclinations, and from the productions which he left behind him, it appears that the former as well as the latter were designed for use rather than ostentation.

Among the innumerable monuments of architecture constructed by the Romans, how many have escaped the notice of history, how few have resisted the ravages of time and barbarism! And yet even the majestic ruins that are still scattered over Italy and the provinces, would be sufficient to prove that those countries were once the seat of a polite and powerful empire.

Inclined to peace by his temper and situation, it was easy for [Augustus] to discover that Rome, in her present exalted situation, had much less to hope than to fear from the chance of arms; and that, in the prosecution of remote wars, the undertaking became every day more difficult, the event more doubtful, and the possession more precarious and less beneficial.

The love of liberty was the ruling passion of these Germans; the enjoyment of it, their best treasure; the word that expressed that enjoyment the most pleasing to their ear. They deserved, they assumed, they maintained the honourable epithet of Franks or Freemen; which concealed, though it did not extinguish, the peculiar names of the several states of the confederacy.

The sectaries of a persecuted religion, depressed by fear, animated with resentment, and perhaps heated by enthusiasm, are seldom in a proper temper of mind calmly to investigate, or candidly to appreciate, the motives of their enemies, which often escape the impartial and discerning view even of those who are placed at a secure distance from the flames of persecution.

At the hour of midnight the Salerian gate was silently opened, and the inhabitants were awakened by the tremendous sound of the Gothic trumpet. Eleven hundred and sixty-three years after the foundation of Rome, the Imperial city, which had subdued and civilised so considerable a part of mankind, was delivered to the licentious fury of the tribes of Germany and Scythia.

The most sublime efforts of philosophy can extend no farther than feebly to point out the desire, the hope, or, at most, the probability, of a future state, there is nothing, except a divine revelation, that can ascertain the existence, and describe the condition of the invisible country which is destined to receive the souls of men after their separation from the body.

Julian was not insensible of the advantages of freedom. From his studies he had imbibed the spirit of ancient sages and heroes; his life and fortunes had depended on the caprice of a tyrant; and, when he ascended the throne, his pride was sometimes mortified by the reflection that the slaves who would not dare to censure his defects were not worthy to applaud his virtues.

In less than seven years the vestiges of the Gothic invasion were almost obliterated, and the city appeared to resume its former splendour and tranquillity. The venerable matron replaced her crown of laurel, which had been ruffled by the storms of war, and was still amused in the last moment of her decay with the prophecies of revenge, of victory, and of eternal dominion.

'I believe in o­ne God and Mohammed the Apostle of God,' is the simple and invariable profession of Islam. The intellectual image of the Deity has never been degraded by any visible idol; the honours of the prophet have never transgressed the measure of human virtue, and his living precepts have restrained the gratitude of his disciples within the bounds of reason and religion.

In the purer ages of the commonwealth, the use of arms was reserved for those ranks of citizens who had a country to love, a property to defend, and some share in enacting those laws which it was their interest, as well as duty, to maintain. But in proportion as the public freedom was lost in extent of conquest, war was gradually improved into an art, and degraded into a trade.
