We were certain, and therefore we had huge nuclear arsenals aimed at each other to keep the peace. That's what we were certain of... Government, the state sectors in many African countries need to be slashed so that, you know, you put a greater deal of reliance on the private sector. The private sector is the engine of growth. Africa's economy needs to grow but they're not growing.
Civil society people - these are the people - civil society groups are the people who need to monitor the aid to ensure that the aid is directed to what it is supposed to. And in order for them to do so, they need to have the space, they need to have the freedom, and they need to have the right to demonstrate, and to petition their government. They can't do that in Ethiopia; they can't do that in Eritrea; and so this is why I was cautioning that we may be repeating some of our old mistakes.
We reject the killing of innocents to achieve a radical and violent agenda. The terrorists and their state sponsors, Iran and Syria, have a much darker vision. They're working to thwart the efforts that of the Lebanese people to break free from foreign domination and build their own democratic future. Republican or Democrat candidate for Presidency ought to say: I look forward to working with the president to solve the problem. People expect us to come here to solve problems. And thus far, the attitude has been: Let's just kind of ignore what the president has said and just hope somebody else comes and solves it for us. And that's what I'd be running on. I'd be running on the economy and I'd be running on national security. But since I'm not running, I can only serve as an adviser to those who are.

If I were a candidate for running, I'd say, "Look at what the economy has done." It's strong. We've created a lot of jobs. I'd be telling people that the Democrats will raise your taxes. I'd be reminding people that tax cuts have worked in terms of stimulating the economy. I'd be reminding people there's a philosophical difference between those who want to raise taxes and have the government spend the money, and those of us who say, "You get to spend the money the way you want to see fit. It's your money."
Religion is a personal, private matter and parents, not public school officials, should decide their children's religious training. We should not have teacher-led prayers in public schools, and school officials should never favor one religion over another, or favor religion over no religion (or vice versa). I also believe that schools should not restrict students' religious liberties. The free exercise of faith is the fundamental right of every American, and that right doesn't stop at the schoolhouse door.
I understand why people are discouraged about Iraq. I can understand that. We live in a, you know, world in which people hope things happen quickly. And this is a situation where things don't happen quickly because there's, you know, a very tough group of people using tactics - mainly the killing of innocent people - to achieve their objective, and they're skillful about how they do this. And they also know the impact of what it means on the consciousness of those of us who live in the free world. They know that.
Since September 11th, federal terrorism investigations have resulted in charges against more than 400 suspects, and more than half those charged have been convicted. Federal, state, and local law enforcement have used the Patriot Act to break up terror cells in New York and Oregon and Virginia and in Florida. We've prosecuted terrorist operatives and supporters. These efforts have not always made the headlines but they've made communities safer. The Patriot Act has accomplished exactly what it was designed to do.
This new enemy seeks to destroy our freedom and impose its views. We value life; the terrorists ruthlessly destroy it. We value education; the terrorists do not believe women should be educated or should have health care, or should leave their homes. We value the right to speak our minds; for the terrorists, free expression can be grounds for execution. We respect people of all faiths and welcome the free practice of religion; our enemy wants to dictate how to think and how to worship even to their fellow Muslims.
Over the past month, Muslims have fasted, taking no food or water during daylight hours, in order to refocus their minds on faith and redirect their hearts to charity. Muslims worldwide have stretched out a hand of mercy to those in need. Charity tables at which the poor can break their fast line the streets of cities and towns. And gifts of food and clothing and money are distributed to ensure that all share in God's abundance. Muslims often invite members of other families to their evening iftar meals, demonstrating a spirit of tolerance.
But I'm mindful in a free society that people can worship if they want to or not. You're equally an American if you choose to worship an Almighty and if you choose not to. If you're a Christian, Jew or Muslim you're equally an American. That's the great thing about America is the right to worship the way you see fit. Prayer and religion sustain me. I receive calmness in the storms of the presidency. I love the fact that people pray for me and my family all around the country. Somebody asked me one time, how do you know? I said I just feel it.
We come before God to pray for the missing and the dead, and for those who loved them... Our purpose as a nation is firm, yet our wounds as a people are recent and unhealed and lead us to pray... This world he created is of moral design. Grief and tragedy and hatred are only for a time. Goodness, remembrance, and love have no end, and the Lord of life holds all who die and all who mourn... Neither death nor life nor angels nor principalities, nor powers nor things present nor things to come nor height nor depth can separate us from God's love.

No president ever puts American lives at risk without a terrible sense of responsibility. And no American ever hears or reads of a soldier’s death without saying a silent prayer for the dead hero or thinking of the grief of the family and friends. But all said and done, it is our responsibility to see that (1) we never put our troops in situations where they are subject to unnecessary risk, and (2) we give them all our support at all times.

Right now, the Iranian people are struggling with difficult questions about how to build a modern 21st century society that is at once Muslim, prosperous, and free. And your joy during this season enriches the life of our great country. This year, Eid is celebrated at the same time as Hanukkah and Advent. So it's a good time for people of these great faiths, Islam, Judaism and Christianity, to remember how much we have in common: devotion to family, a commitment to care for those in need, a belief in God and His justice, and the hope for peace on earth.
Well, my message is, is that if you harbor a terrorist, you're a terrorist. If you feed a terrorist, you're a terrorist. If you develop weapons of mass destruction that you want to terrorize the world, you'll be held accountable. . . . If anybody harbors a terrorist, they're a terrorist. If they fund a terrorist, they're a terrorist. If they house terrorists, they're terrorists. I mean, I can't make it any more clearly to other nations around the world. If they develop weapons of mass destruction that will be used to terrorize nations, they will be held accountable.
We passed law that encouraged consumption through different purchasing habits like, you know, hybrid vehicles. You buy hybrid, you get a tax credit. We've encouraged the spread of ethanol as an alternative to crude oil. We have asked for Congress to pass regulatory relief so we can build more refineries to increase the supply of gasoline, hopefully taking the pressure off of price. And so the strategy is to recognize that dependency upon crude oil, in a global market, affects us economically here at home. And, therefore, we need to diversify away as quickly as possible.
I talked about the human suffering in Iraq. And I also saw the need to advance a freedom agenda. Imagine a world in which Saddam Hussein was there, stirring up even more trouble in a part of the world that had so much resentment and so much hatred that people came and killed 3,000 of our citizens. I've heard this theory about everything was just fine until we arrived and the stir-up-the-hornet's- nest theory. It just doesn't hold water, as far as I'm concerned. The terrorists attacked us and killed 3,000 of our citizens before we started the freedom agenda in the Middle East.
