One morning every spring, for exactly two minutes, Israel comes to a stop. Pedestrians stand in place, drivers pull over to the side of the road, and nobody speaks, sings, eats, or drinks as the nation pays respect to the victims of the Nazi genocide. From the Mediterranean to the Dead Sea, the only sounds one hears are sirens.

Two words guided the making of 'Babel' for me: 'dignity' and 'compassion.' These things are normally forgotten in the making of a lot of films. Normally there is not dignity because the poor and dispossessed in a place like Morocco are portrayed as mere victims, or the Japanese are portrayed as cartoon figures with no humanity.

Allowing suspects to indefinitely linger in our cells is, in fact, detrimental to our national security goals. If a suspect is proven to be a terrorist, for the sake of the victims and deterring any future attacks, he or she must be brought to justice. America has done this with Timothy McVeigh and hundreds of other terrorists.

The Model Sanctuary is not about self-indulgence - it's about reminding and allowing them to become self-sufficient human beings. The question I'm always asking myself is: are we masters or victims? Do we make history, or does history make us? Do we shape the world, or are we just shaped by it? The question of do we have agency in our lives or whether we are just passive victims of events is, I think, a great question, and one that I have always tried to ask.

Some rescue groups are highly organized, experienced, well-funded, nearly professional. Others are small amateur operations run out of garages and back yards. Torture victims begin to recover when they spend time outside in a garden with flowers. So we need them, in some deep psychological sense, which I don't suppose anybody really understands yet.

Just take yourself back to September 2001. As that month went on, and as that autumn unrolled, everybody wanted to do something. How can I help? Do you want my blood? Do you want money for the victims? I was a captain in the Marine Corps. I knew what I could do. I was right there. I was ready. I saw it. I moved the rubble with my own hands.

In the past, the imperialism of the West, like that of the rest, was often difficult - for the doers as well as for their victims - but western states were, nonetheless, usually able to dispatch forces overseas against non-western peoples without any fear of being attacked themselves. That kind of immunity is probably now a thing of the past.

One of my priorities is giving victims the right to choose different paths to restoration and to healing. It's prioritizing having restitution available for economic harm, having victim services for the trauma and also recognizing that victims are far more than simply pieces of evidence to be used in order to secure a lengthy prison sentence.

Certainly, by providing individuals coming out of institutions with ways to become productive citizens, we reduce recidivism. What that means is we reduce crime. There are fewer victims when individuals have options - when they have job skills, when they have life skills, we break the cycle of children following their parents into institutions.
